The best Bali package is the one built around the people travelling, not the one with the longest list of sights. Here is what to look for in each case.
For a couple or a honeymoon
Look for two nights in Ubud followed by three nights by the sea in Uluwatu or Seminyak. If the package says "pool villa", ask whether the pool is private or shared, because the word covers both. Keep at least one day with nothing planned. The best part of a Bali honeymoon is usually the slow morning, not the tour.
For a family with children or parents
Stay in one place if you can, ideally Nusa Dua or Sanur where the sea is calm. Check the car size. A family of five or more with suitcases needs a bigger car than most packages include. Think twice about Nusa Penida with young children or older parents. The boat can be rough, the island roads are bumpy, and the path down to the famous Kelingking viewpoint is steep.
For a group of friends
Friends usually want a beach base in Seminyak or Canggu, a couple of guided days and plenty of free time. Shared group tours, where you join other travellers in a minibus, can bring the price down. Be careful with any Bali quote that squeezes too much into too few nights or leaves the important details vague. These are the signs we would look for:
Too many places: Four areas in four nights means packing and unpacking every day and hours in traffic.
No hotel names: A list of star ratings tells you very little about where you will actually sleep.
A silent price: If the quote does not say whether flights and the visa are included, assume they are not.
Nusa Penida with no boat: The day trip is only as good as the boat and the car on the island. Check both are in the price.
Extras on the day: Swings, ATV rides and some temple entries are often charged separately. Ask for the list before you go.
When is a Bali package not worth it?
If you are a confident traveller staying in one hotel for the whole trip, you can often book Bali yourself for about the same money. A package earns its price when there is more to arrange: the visa, a late-night airport pickup after a long journey, two or three bases, a Nusa Penida day and a driver who knows the island.
